On June 17, 2011, U.S. Immigration and Customs Enforcement (ICE) Director John Morton published a memorandum outlining the agency’s policies on the apprehension, detention, and removal of foreign nationals in violation of U.S. immigration laws. The memorandum provides guidance toward maintaining the agency’s priorities, “namely the promotion of national security, border security, public safety, and the integrity of the immigration system,” while recognizing the agency’s limited resources.
